CBRE listing space in BioSpace life sciences campus by Fulcrum, Blue Rise Ventures in West Sac

An office building proposal of nearly 200,000 square feet in West Sacramento's Bridge District now appears to be part of the first phase of a 1.4 million-square-foot life sciences campus called BioSpace.

A planned life sciences hub in West Sacramento's Bridge District is starting to come into focus, with brokerage CBRE listing a first phase of available space.

The listing, posted on social media this week by brokers with CBRE, is for a project called BioSpace, with a first phase of 430,000 square feet in the form of two multistory buildings in the Bridge District's southern end.

Sacramento-based Fulcrum and Alameda-based Blue Rise Ventures are listed as the developers for the project. Neither responded to inquiries seeking more information. The brokers on the listing — from CBRE offices in Sacramento, Oakland and Palo Alto — also didn't return messages Wednesday.

According to the listing, the first phase would consist of a purpose-built lab, and is targeted to be ready in the second quarter of 2025.

That phase would appear to include a project Fulcrum submitted to the city last summer called Block 17. Planned to be on the southeast corner of Fifth and Mill streets, that five-story building would be 191,443 square feet. Blue Rise, which specializes in life science and industrial developments and investments, was also shown to be a part of that project.

Timing for Block 17's development has not been clear. And Fulcrum doesn't appear to have submitted plans for a second, similar building on the neighboring property, as shown in renderings with the CBRE listing. A second building would also explain the disparity in square footages.

BioSpace is also shown as a pending project on the website for Blue Rise, which hasn't previously been active in the Sacramento region. Both that site and the listing describe BioSpace overall as a 1.4 million-square-foot life science campus in the Bridge District.

"Blue Rise Ventures will act as the operating partner by providing design lead, construction oversight, marketing, leasing, and supervisory property management for the 1.4M SF ground-up life science development, in partnership with Fulcrum Property," states the project description on Blue Rise's website. "BioSpace Phase I has been meticulously designed to accommodate the needs of today’s most discerning lab tenants with 16’ - 18’ slab-to-slab heights, abundant primary and emergency power supply, expansive column widths, and ideal live loads and vibration criteria."

That site also states project construction could start as soon as the fourth quarter of this year.

Though future phases aren't outlined, the rendering shows what appear to be additional office buildings of comparable size or taller on the west side of Fifth Street and north of where Highway 50 passes through the city.

In addition, Blue Rise's site shows a separate 1 million-square-foot project called The Port in West Sacramento, at a location described as 2.5 miles from BioSpace. That project, also in partnership with Fulcrum, would be a 60-acre biomanufacturing hub with a life science emphasis, according to the site.

No plans for The Port appear to have been filed with the city.
